THIS GAME'S FAMILY, NOT SAINTS ROW
Where the rival boss fits
Saints Row (2006) has a gang called the Vice Kings. This game's wiki uses the same two words for one of two rival families. The other is the Kurohana Syndicate. If you searched for a Saints Row boss, you are on the wrong game. The achievement Eliminate your first rival family names the Vice Kings and says destroying one rival business is not enough.
Chapter 33's objective is to capture all Vice Kings territories. Finding the boss uses a spy. The wiki prices a spy at $25,000 with a 600 second cooldown. A player said the search cost more than $200,000. The boss's personal name is not in that thread or in the wiki lines I used.

Find actionable intelligence
The official wiki gives this menu route in Chapter 28: Criminal Activities → Enemy Families → send a spy to Vice Kings. The spy Feature Vault unlock is listed at 200 points; the mission costs $25,000 and has a 600-second cooldown. These exact values are wiki single-source.
Read the returned intelligence, pin it in the Journal and check its date window. A result reporting no operation is not an active mission. Spy results can reveal different members or operations; one payment is not a guarantee of the boss location.
The wiki distinguishes capturing a family member for interrogation from eliminating a family boss. Killing a rival boss destroys that family. No fixed boss map pin or personal name is established here.

Where is the Vice Kings boss?

Is this the Saints Row gang?
No. Saints Row (2006) has its own Vice Kings. This page is about BEF Games' rival family.
