What is planned after 1.0
The official 1.0 announcement says development will continue with free major updates, new gameplay mechanics, additional locations, new activities, ongoing improvements and future expansion packs. It does not provide a release calendar, expansion names or prices.

A developer forum reply also mentions continuing updates and small DLC, but that reply does not add a schedule or independently verify future delivery.

How to read older roadmap posts
March and April road-to-1.0 announcements discussed sandbox, skill growth, more jobs and money laundering. They are historical development plans, not automatically a backlog for after 1.0. Match an older promise to a release announcement before labeling it shipped or still pending.

What to use for a purchase decision
Treat announced features without dates as future plans. Use the current store description and published patch notes to judge the released game. The announcement calls major updates free but does not establish that every future expansion pack will be free.
Demo update status
A Tripwire community reply described the demo as outdated and being updated: https://steamcommunity.com/app/2774040/discussions/0/569300839163863185/ . That reply supplies no delivery date and is not proof that a replacement demo has since shipped.
